He was born on March 23, 1920, in Keokuk County, IA, he was 101 years at the time of his demise. He served as an assistant county attorney for Polk County. He attended the University of Missouri and Syracuse University before getting his law degree from Drake University in Des Moines in 1950. From 1953 to 1955, he worked as a National President of the Young Democratic Clubs of America, and from 1953 to 1954 he served as Chairman of the Polk County Welfare Board. He was also reelected 17 more times from a district based in Des Moines. Smith said in a May 2015 interview on Iowa Public Radio “It used to be on weekends you didn’t have a place to go unless you were wealthy enough have a place up in the northern Great Lakes,” added “Most people didn’t have a place to go to especially to be in nature.”
